A user of the Hie Hie no Mi who can freeze the sea as far as the eye can see.
He follows a laid-back version of justice and is pretty sloppy in personality and work attitude.
That said, when it’s time to act, he gets it done, and his subordinates trust him a lot.
After losing to Sakazuki, he left the Marines and is now said to be connected to the underworld.
