[One Piece] Who Is the True Final Boss? Blackbeard, World Government, or a Third Power — Japanese Fans Go All In

Blackbeard Pirates

One Piece — February–March 2018
Is the final enemy really someone we already know?

Everyone assumes the final boss must be Blackbeard, Akainu, or the World Government.
But what if the story isn’t aiming at a single pirate or institution at all?
Japanese fans started asking that question years ago.

The Obvious Picks: Blackbeard and Akainu

1: Anonymous Pirate
Probably Blackbeard.

2: Anonymous Pirate
Blackbeard vs Luffy.
Akainu vs Sabo.
I kinda want Akainu to be taken down by Sabo.
He’s Ace’s killer, but if Luffy takes him out too, Sabo loses his place.

Can the World Government Really Be the Final Boss?

4: Anonymous Pirate
It’s gotta be the World Government.
Luffy and Dragon will probably team up as the side of the D Kingdom.

If the World Government actually had enough power to be the final boss,
they would’ve wiped out the Yonko and pirates ages ago and ruled everything already.

>>4 >>12
I also think it’s the World Government.
Their forces are the Marines and the government-approved Seven Warlords.
That balance between Marines + Warlords vs the Yonko kept things stable.
In the story it’s said that pirates don’t actively make the government their enemy,
while the Revolutionary Army does, spreading its ideology worldwide.
Pirates want to be Pirate King, ruler of the seas — not overthrow the government.
But Luffy and crew made enemies of the government without caring.
So right now, the government’s real enemies are the Revolutionary Army
and the Straw Hat Pirates.
As the story progresses, I could see all pirates turning against the World Government
and launching a massive counterattack.
After all, armies don’t just defend against outside threats —
they exist to crush internal resistance that goes against their politics and ideology.
Japan’s Self-Defense Forces officially exist to repel foreign attacks,
but in reality they also exist to forcibly suppress domestic opposition,
demonstrations, or terrorism against the ruling system
(currently the LDP and neoliberal ideology).
Oda clearly studies history.
You can’t build that world without understanding what military power exists for.
With the Revolutionary Army, the World Government,
and the author’s love of history,
the final boss being the World Government makes sense.
Overthrowing the government born from the Void Century
feels like the climax.
I’m hyped.

If the World Government is the final boss, then who exactly is it?
The strongest force they’ve introduced is Marine Admirals,
so clearly no one on their side is stronger than the Yonko.

29: Anonymous Pirate
>>18
Even if there’s some Celestial Dragon boss stronger than Admirals or Yonko,
I don’t think you’d call that person “military power.”

Shanks, Roger, and the Problem of Legends

5: Anonymous Pirate
What do you even do with Shanks?
He’s this eternal symbol of admiration…
Having Luffy fight and surpass him feels wrong.
If Shanks gets killed by Blackbeard to build their rivalry,
that makes Shanks feel kinda pathetic…
(´-ω-`) I dunno, man.

6: Anonymous Pirate
Gold Roger, obviously.
Somehow survived and is guarding the One Piece.

7: Anonymous Pirate
Then Luffy gets the One Piece, becomes Pirate King,
but his body reaches its limit and
Coby or Smoker beats him as the final boss,
and he’s executed smiling.

Other Straightforward Answers

8: Anonymous Pirate
The Marines.

The “D” Clan and Endgame Theories

10: Anonymous Pirate
This has been predicted online forever,
but near the end everyone fighting now
will unite (because of the One Piece)
and face a common enemy.
The “D” clan — whether it stands for devil or demon —
are descendants of those who know the secret of Devil Fruits.
The final boss might be the leader of the D clan,
probably a Devil Fruit user guarding the One Piece.

34: Anonymous Pirate
>>10
Since everyone expects that, the author might intentionally avoid it.

Meta Theories and Pushback

13: Anonymous Pirate
What if the One Piece is literally just a piece of paper in a chest saying
“The real treasure was the bonds with your friends”?

20: Anonymous Pirate
>>13
Oda already denied that and people are still saying it?

Frustration With the Long Serialization

15: Anonymous Pirate
This series is way too long.

Back to Akainu and Blackbeard

24: Anonymous Pirate
It’s obviously Akainu.

27: Anonymous Pirate
Blackbeard feels kinda weak personality-wise and lacks charisma.
Having Shanks die to him would be disappointing.

31: Anonymous Pirate
>>27
I actually like Blackbeard.
He’s rough and manly — the most pirate-like.
The contrast with Luffy is done really well,
and even the “loser pirate crew” is kinda acknowledged.
I love that.

The Third Power Theory

28: Anonymous Pirate
I think the final boss is a third force.
(No idea who, though.)
Whitebeard said the final war would engulf the world.
Rayleigh said they arrived too early.
Rosinante said D are the natural enemies of the gods.
Celestial Dragons are treated as gods,
but maybe there was another “god” everyone feared in the past,
and only the D clan fought it.
No solid proof, but I vote third faction.

Deep Lore Speculation

33: Anonymous Pirate
The D clan created and cultivated Devil Fruits.
Their purpose will be revealed once the final enemy faction appears.
Everything happening now is just future allies fighting each other.

37: Anonymous Pirate
>>33
That was probably the original idea.
Early on, D likely meant Devil clan — descendants who knew Devil Fruit secrets.
But after years of serialization and internet spoilers about what One Piece is,
the author probably changed that setting.
Still, the flow where everyone unites to face the biggest enemy
can’t really be changed.
Whether the final boss is tied to the D clan or not, who knows.

Limits of Escalation

39: Anonymous Pirate
There’s no way they expand the final boss into aliens.
That’d turn it into Dragon Ball’s Frieza arc.
At most, it’ll stay within the current ocean world.
The real question is the D clan.
Oda’s hidden it for decades —
I’m starting to wonder if it’s really that amazing an idea.

40: Anonymous Pirate
I’ve thought about this before:
The D clan and Celestial Dragons were space immigrants and scientists.
Devil Fruits were meant to help adapt to new planets,
but they failed with oceans — they get nullified.
That level of sci-fi wouldn’t surprise me.

The Only Correct Answer

Lord of the Coast Jr.

👉 Why Japanese Fans Don’t Settle on One Answer

Why Japanese Fans Don’t Settle on One Answer

What stands out isn’t consensus, but resistance to simplicity.
Japanese readers instinctively distrust a single villain explanation.
They test every option — pirate, government, legend, ideology —
and reject any answer that feels too clean or too convenient.

👉 The Fear Beneath the Theories

The Fear Beneath the Theories

Underneath the jokes and lore dumps is a shared anxiety:
after decades of buildup, the ending has to justify everything.
The longer the mystery of the D clan and the final enemy lasts,
the more fans wonder whether any reveal can truly live up to it.
